The F or M from Jackson Heights serves 14th St and 23rd St; the cheapest way into Flatiron and Chelsea.
Penn is a short hop north — LIRR plus a few blocks beats a crosstown crawl.
Worth it with luggage; remember this is inside the congestion zone.
Chelsea & Union Square is below 60th Street, so any car you take in — taxi, rideshare or black car — crosses into the Congestion Relief Zone.
